Perhaps they should just do a 4skin check of all the male pollies to help determine their citizenship! Intact is unusual for his age but his Brit parentage would explain it.
I know plenty of guys who are cut, with British parents, born from the 50s up to the 80s.
My dad was born in England and wouldn't let "Aussie butchers" anywhere near his sons.
Sometimes it depended on the doctor. When I was born in 1956, I was lucky enough to get a British trained doctor and retain my foreskin. The British Medical Association had started to move away from advocating circumcision in the late 1940s. Although generally it was still a routine practice in Australia throughout the 1950s. Most boys I knew were cut but two who were intact like me were born at the same private hospital and likely had the same doctor.

I've heard of a number of guys from Mt Isa born within a certain time in the 1960s, where all intact, maybe because of a certain doctor / doctors.
